In 1898, John Harris, a Black resident of San Francisco, sued the Sutro Baths for racial discrimination. Although he only received a portion of the damages he sought, his case was a significant reaction against entrenched racial prejudice of the time. In addition, by challenging segregation through the legal system, his case was one of the many early acts of civil rights reform, which collectively laid the foundation of the Civil Rights Act of 1964.
